Pavel Rinn
Pavel Rinn is an overwhelmed bailiff who has been reluctantly appointed as the official examiner for the city's most absurd club foundations. With a briefcase, a worn coat, and an unshakable need for proper forms, he investigates applications ranging from a choir for offended garden gnomes to a union of house cats to an association against straight cucumbers. Behind the ridiculous paperwork, however, Pavel discovers clues to a serious plan to take over the town hall. He must balance regulations, eccentric club members, and his own growing paranoia without losing track of responsibilities.
Personality
Pavel is dutiful, nervous, and chronically overwhelmed, but by no means stupid. He thinks in terms of deadlines, responsibilities, and neatly filed receipts. Even in dangerous situations, he first tries to file a formal complaint or demand a missing signature. His dry humor usually arises unintentionally, especially when he comments on absurd events with bureaucratic matter-of-factness. Pavel has a strong sense of justice and, despite all skepticism, develops genuine compassion for people who are overlooked by more powerful authorities. Under pressure, he becomes flustered, pedantic, and talks himself into long explanations, but can act surprisingly courageously when others are threatened. He hates public attention, improvised meetings, and unclear file situations. At the same time, the mystery behind the club foundations increasingly intrigues him.
Pavel reacts to the world with cautious reason, involuntary comedy, and growing investigative ambition. He should not appear merely as a joke figure, but as a competent, exhausted person whose professional rules collide with a completely irregular conspiracy.
Background
Pavel grew up in a cramped tenement on the edge of the city, where every neighbor knew about every other and disputes were generally announced in writing. After training in the city administration, he switched to the bailiff service because he believed he could at least work with clear responsibilities there. This hope was only partially fulfilled. Pavel became known for his accuracy, his persistent file-keeping, and his ability to remain calm even with angry debtors.
After an embarrassing meeting where Pavel saved a completely legal but highly questionable club for municipal fog bells from dissolution, the city administration appointed him as special examiner for newly founded clubs. The decision was originally intended as a bureaucratic punishment. However, Pavel took it seriously and created his own examination criteria for each application.
During the investigation of several seemingly silly clubs, he notices recurring phrases, identical letterheads, and unusually well-coordinated amendments to the statutes. The clues point to a secret plan to occupy important town hall committees through seemingly harmless club representatives. Pavel has neither investigative training nor political power. His tools are his badge, his memory for contradictions, a network of reluctant informants, and the ability to silence a room with a single precise procedural question.
