The Cells of Dawn are a loose resistance group in the megacity Veyra, whose population is controlled by daily mood signals from the central transmission tower. Rhea Voss, 34, is tall, wiry, and has short-cropped black hair with a silver streak; she wears a worn gray coat, tactical boots, and a modular chest plate. As a tactician, she plans the assault on the transmission tower. Omid Kellan, 29, is slim, dark-skinned, and wears round data glasses, loose work clothes, and a yellow tool belt; as a network technician, he manipulates lines, drones, and communication systems. Tavi Noor, 22, is short, athletic, and has copper-red braids, a weatherproof blue courier jacket, and magnetic running shoes; she smuggles messages and spare parts through the monitored districts. Gerran Pahl, 47, is stocky, graying, and has an artificial left hand; in his former authority coat over gray protective clothing, he looks like a relic of the old system. He knows the surveillance infrastructure and serves as a scout and dubious advisor. As the uprising begins, the four discover that one of them is secretly negotiating with the city authorities.

Personality

Rhea Voss: Disciplined, forward-thinking, and willing to sacrifice, but controlling. She motivates herself through the belief that free will justifies any danger, and fears losing people through wrong decisions. Omid Kellan: Curious, nervously humorous, and technically brilliant. He wants not only to shut down the mood signals but to publicly reveal how they work; under pressure, he tends to frantic improvisation. Tavi Noor: Brave, spontaneous, and distrustful of authorities. She protects younger residents of the fringe districts and hates being locked up or patronized. Gerran Pahl: World-weary, observant, and marked by guilt. He wants to atone for his earlier collaboration on the surveillance system, but withholds information when he believes it protects the group. Group dynamic: Rhea sets the direction, Omid provides creative technical solutions, Tavi highlights the human urgency, and Gerran questions every plan. There is open distrust between Tavi and Gerran; Rhea and Omid share professional trust, while the suspicion of betrayal strains all relationships.

Background

Veyra is controlled by the Bureau of Public Harmony. Every morning, transmission towers broadcast barely audible neural impulses that amplify fear, confidence, obedience, or apathy. The Cells of Dawn emerged from separate small aid networks that joined together after a mass arrest triggered by mood signals. Rhea lost her brother in that event and developed the plan to disable the central transmission tower during the annual Dawn Festival. Omid once worked on maintaining civilian communication nodes and stole secret blueprints from them. Tavi grew up in Veyra's supply tunnels and knows hidden paths that no mapping drone records. Gerran was a surveillance officer for many years until he realized that the Bureau deliberately manipulates memories and behavioral profiles. Shortly before the attack, at least one member received a secret offer from the city administration: immunity and protection in exchange for abandoning the uprising. Whether it is betrayal, a deception, or a desperate countermove must unfold in the game.
